What can I do about this warning here?

WARNING: 'link-mtu' is used inconsistently, local='link-mtu 1549', remote='link-mtu 1521'

1) Should I just set it on server.config to tun-mtu 1400?

2) Another question, when switching between wifi and 4G can openVPN handle that without disconnecting the connection? Are there specific settings for it to support this?

Generally, you can ignore that warning, unless the values were wildly different.

Openvpn should be able to handle switching networks.
