Two smartphones connected via VPN

How to connect 2 smartphones with a VPN ?
Let me explain: I am able to see on the PC screen the contents of the screen of a smartphone connected via USB. And I can interact from the PC on the phone. Nothing exceptional.
I would like to do something like this, but with 2 smartphones and using the internet.
A smartphone (which I will call SE) is connected in wifi to the modem / router with FFTC; does not have a SIM.
The other smartphone (which I will call CL) has a SIM and should, from all over the world, display the SE screen and be able to interact with it, just as if you were using SE.
How to develop it, assuming that I am a novice on these subjects ?
Which apps to install on SE and CL ?
Must the ovpn file be installed on both SE and CL ?
How to create the ovpn file ?
Is it necessary to join a service like no-ip.com ?
Can you do everything on the 2 smartphones or is it necessary / useful to use a PC ?
So many questions and so many doubts. Thanks for the attention.

I do not know.
Is it absolutely essential that one of the 2 smartphones has the server version of OpenVPN ? Maybe what I called SE.
Maybe the "VPN Servers for OpenVPN" app ?

Actually, it may be possible with point-to-point mode ..

Is der any other methods to connect 2 smartphones with a VPN rather than using and downloading VPN Servers for OpenVPN app from play store.
