I used to be able to have a webpage with a link to an `.ovpn` file that would trigger the OpenVPN app to open and the user could import the profile to OpenVPN.
My server responds with `Content-Type: application/x-openvpn-profile` to inform the downloading agent to open the correct app.
However, now (maybe after iOS 13??), iOS Safari simply gives me a "Download" option and downloads the file as if it were a desktop browser.
How can I get the old behavior to trigger the app to open?

It is behavior that is new for iOS 13, and as far as I know, there is no setting to revert to the old behavior.
You should be able to touch the "downloads" icon (circle with arrow pointing down) and open in the link app from the Downloads pop up list that gets displayed.
The new behavior is to support the Files app that comes with iOS 13 that opens up access to the file system just a bit.
