Issues with Home Server VPN through L2TP/IPSec

I am struggling to find proper logging in the event viewer regarding an ongoing issue with vpn connectivity. I am running a vpn through l2tp/ipsec on a windows server (2019) and am having a client connect via a windows 10 vpn connection. The client is immediately prompted a username/password when attempting to connect to the vpn, but afterwords the vpn says "connecting..." until the attempt fails. Meanwhile the vpn server is not receiving errors or connection attempts for the vpn in event viewer. What are some diagnostic steps for us to take to identify where the connection is failing?

Is the OpenVPN project or the OpenVPN Access Server program even involved in any of this? Because you speak of IPSEC and L2TP and those are unrelated to OpenVPN.
I'm still alive, just posting under the openvpn_inc alias now as part of a larger group.
