VPN On Demand iOS always reconnect if the Device wake up

Hi guys,

I've got an problem.
I've installed an OpenVPN Server on Ubuntu 18.04 server.
Works fine.

I've built an VPN On Demand config file (mobileconfig) for my iOS Device (running iOS 12.1.2) and installed it.
I want that VPN connected itself if a domain is called like:

This works also!
Now I closed all tabs from Safari and closed Safari in the background of iOS, now I locked my phone. If I turn my iPhone a few minutes later up, I could see that the VPN connection instantly reconnect to the OpenVPN Server.

I've manuelly close the VPN Connection in the settings of iOS. After this the connection will not automatically reconnect if the iPhone woke up.

Why is the iPhone (iOS) reconnect automatically to the VPN Server if no VPN is needed?
