service vs server

In a multi-client one-server configuaration, is it necessary to run the OpenVPNservice?
What does the service do that the server does not? In the README.txt file you can read "When OpenVPN is started as a service, a separate OpenVPN
process will be instantiated for each configuration file." But if you want to use the VPN you addittionaly have to connect to a configuartion file (.ovpn).
What does the service exactly do? Why is it necessary to connect? Would be sufficient to connect without having the service running
in the background? It is really not clear and i'm confused. Many thanks for an explanation.
