Site to multi site layer 2 vpn

Is this feasible? A laptop with a virtual adapter in the same subnet as a remote site, a remote site with a device running open vpn, and a third site with a server running openvpn set up similar to the laptop with a virtual nic in the same subnet as the site, then create a layer 2 link between the site and the laptop through this VPN server? We have some tools that use layer 2 discovery that we would like to be able to run remotely. Is there a simpler way to do it or a more feasible way?
