the 2.4.3 didn't have win 64b, s I used the prior stable 2.3.(whatever the most recent is today)
the services set up has openvpnservice associated w openvpn\bin\openvpnserv2.exe which does not exist.
what to do?
on win10 2.3.x installs service pointing to missing exe

Doc update request: I didn't see anywhere in the 2.4 descriptions that it had both 32/64b in one.
Also, it doesn't have the easy-rsa assistance tools, so the "easy windows guide" doesn't match. If users must explicitly download easy-rsa that too should be noted.
Nonetheless, issue Fixed. The 2.4 initial install added the services, after seeing no easy-rsa I wanted to go back a level to 2.3.17.
doing so, the openVPN install attempts to add service, which failed as service was already there. seeing this helped me to use ms run command "SC delete OpenVPNService" and then reinstall 2.3.17, and it all came together.

You must select the EasyRSA tools at install time from the installable options.
