OpenVpn 2.3 "up command" fails vs OpenVpn 2.2

I use "openvpn --config config.ovpn --script-security 2 --up script.cmd"
with OpenVpn 2.2, I can run anything from "script.cmd"
but with OpenVpn 2.3, I can do nothing from "script.cmd" even with --script-security 2 or --script-security 3
on Windows platform.

finally solved after found in the forum.
I use "start" in batch for "up" command , instead of other commands seems to be more restricted than 2.2.2.

I think I figured it out. I ended up using a different VPN client to connect with.
