Authentication by software version

We would like all our users to connect via VPN.
So when they boot up before they do a windows login the vpn is connected.
Before the login prompt I want certain software like Java, adobe, antivirus defenitions written to a file.
That file is checked and if ok must authenticate. If not ok dont autenticate.

Software must be downloaded installed and then aunetication is tried again.

This way we have clean computers connection to the network.

Forget about the automation side, can the autentication can be done based on a file?
