On-demand-VPN Only Working If Toggled First

Hello,

I've setup OpenVPN with a iOS On-Demand-VPN profile which works correctly. If I browse to the domain I've set to trigger the VPN then the VPN will connect.

However if the iPad is restarted the VPN has to be manually switched on first time before the VPN on demand profile will work.

Has any one else experienced this?
