Free 2 user license with install

We are running an old version of the Access Server product with purchased licenses.

We are in the process of changing providers so our Internet address is going to change, and we would like to test the change and exactly what we are going to have to do with our users and their machines.

To do this I created a new Linux instance and installed the same RPM we used to for the production environment, the two free concurrent users is fine for this instance. It won't be a permanent entity, but the plan is expose this entity to the world on the new incoming IP address and then have the 2 support people get to it and see what needs to be done on their home equipment to come up with a procedure for us to distribute to the rest of the company.

Everything seemed to work on the install, ran the initial config program and can logon onto the web interface. However I can not start the server, I get
Service deferred error: License Manager failure: cannot validate maximum concurrent_connections, and I don't see any licenses at all when look in the license page. I did not install the original instance, were does the two connection license come from? All I can find is it's included in the RPM, I don't see any thing about an extra step to add the license to the server.
