Troubleshooting Port Forwarded from VPN

:evil: I have had the following problem posted on StackExchange and SuperUser for a few weeks. Unfortunately, I have gotten zero feedback. Today, I am posting it in the Microsoft community forums. I came here hoping an OpenVPN expert might see my plea and have an answer. Suggestions for other fora to put it up in are also welcome!

Details:

I am using PortPeeker to listen on forwarded ports provided by my VPN.

My desktop runs XP SP3 w all updates, while my laptop runs Vista.

My VPN provides a propretary client software that (according to their tech support) is a customized / modified OpenVPN client.

The provider allows the use of OpenVPN client also. To use OpenVPN with port forwarding, you have to use an https api to get the port number after you make the connection.

The frustration stems from the fact that if I use the proprietary client on the XP desktop, I am able to get data over both TCP and UDP on the port provided. When I use the other method, I can only connect to the desktop via UDP.

Their tech support has been unable to replicate this problem. So, on (2-22-13), I used my laptop to try the OpenVPN method. My laptop gets connections on both UDP and TCP. I can clearly see the portqueries come in from my desktop in the PortPeeker application.

When I run PortPeeker on my desktop and run portquery from my laptop, I do not see any activity in the PortPeeker window on the desktop, but portquery on the laptop says that TCP is NOT LISTENING, but UDP is LISTENING OR FILTERED.

I have been working on this for days... on (2-22-13), after the above, I uninstalled the proprietary cient on my desktop, uninstalled OpenVPN, ran Eusing registry cleaner several times and rebooted. I then installed OpenVPN and repeated the test with PortPeeker running on the desktop -- no change in the results.

I then reset the Windows XP firewall back to factory defaults, rebooted and tried again. No change. As I mentioned, I have been at this for a long while and I am running out of ideas.

New Info 2-28-2013: I got a new router to make sure that was not the problem, no change. netdiag says winsock is good. LSPFix says no problems found.

New Info 3-13-13: I installed Privatefirewall on the desktop to see if it would let the traffic pass. No change.

New 3-16-13: I use Avira antivirus. Full scans with it had said the desktop was clean all along. Today, I downloaded and ran full / complete scans with: FreeDrWeb, SUPERAntiSpyware and Malwarebytes. They found a few things which I deleted / repaired. No change in problem.
