How to contact a moderator as a new user

Hi, I want to contact a moderator but when I try to send a PM I get
"We are sorry, but you are not authorised to use this feature. You may have just registered here and may need to participate more in discussions to be able to use this feature."

How can I contact a mod if I have an issue?

I can't start a thread but I can REPLY to a thread where I just want to ask a moderator what I need to do in order to start a thread in the Android OpenVPN forum to ask about the auth-user-pass directive syntax, specifically for pointing to a username/password file on the Android external sdcard.

What I need to ask a moderator is what do I need to to in order to START a new thread please.
