OPNVPN client with Teltonika RUT950

I am completely new to this and this is the first time I am tyring to configure a VPN server. I am Unable to connect OPNVPN windows client with OPNVPN server running on Tetonika RUT950. I have followed every single step for client and server configurations. Created certificates as advised. However, still not sure why I am unable to establish a communication. Below is the client config file. I am receiving an error as "TLS key negotiation failed to occur within 60 seconds (check your network connectivity)"
