Vpn don't start on the server until user login

Hi,
I have a windows 2019 server with some shared folder e 5 pc windows 10/11 that must connect to the server for access to the shared folder.
I have installed the last versione OpenVPN-2.6.6-I001-amd64 in all computers, on the windows 2019 server I've created the server configuration and on the windows 10/11 the client configuration and all works fine.
My only problem is that on the windows 2019 server the vpn connect only in the user log in, if the server restart and I don't login the user the vpn don't start the connection and the client can't access to the share folder.
there is a solution to this problem?
