Close connection to a specific IP address

Good morning,

I'm searching a solution for this situation:
I must close a connection, if this connection is directed to a specific IP from a specific certificate. We have some public address that can be reach from everyone, but some IP must be "closed" for someone. I must ensure that people who decide, for any reason, to add the in the certificate the IP who can't see the connection were be closed.

We must have same certificate in all servers, so I can't simply delete the certificate.

There is any option to filter who can access the specific server? maybe using CCD?
