Setting up Openvpn for the first time

Hello,
I am looking for set up openvpn for the first time and for a one device usage to connect to a static Japan IP.
May i know how do i do this?
Could any kind soul please guide me ?

The documentation will teach you about OpenVPN and the HOWTO will guide you though setting it up.

okay so may i know how do i go about the step in getting a static japan ip ?
