Two internet Routers and One VPN server

Hi.
Remote user can access to the Server and to the local computer via both routers but
Remote user only can connect to the VPN server via ROUTER1.
Remote user can't connect via Router2.
Server configuration via DEV TAP and UDP
Ports ok in both routers.
I forgive some bit but no idea... I need an idea where to look.
