ERROR: All TAP-Windows adapters on this system are currently in use.

Hi all.. I am REALLY tearing out my hair with this one. I am trying to establish a connection in a java program I am writing and keep getting the error
All TAP-Windows adapters on this system are currently in use. Also get this error when testing with the OpenVPN GUI

I have enabled it, disabled it, created new ones, uninstalled and re-installed, restarted... NOTHING works. Just keep getting this error endlessly.

TAP-Windows Adapter v9 is up when I check network connections.

I am running Windows 10. Any ideas please, I normally can solve these issues through a Google search, but this time every "solution" is to either disable and re-enable the adapter or uninstall and re-install, which I've tried both.. multiple times.

EDIT: I removed the Java code... get the same error in the GUI

This is not an installation issue.

Try using --dev-node in your config, see the manual for usage.
