OpenVPN causes Windows 10 to fail restart.
Over the last couple months, I've seen a few different systems with the latest Windows 10 release unable to restart (sits at restarting forever) if OpenVPN is installed. I saw this on a freshly wiped Lenovo laptop and then a custom-built desktop computer over the last month. The only way to fix the restart issue with Windows 10 is to uninstall OpenVPN software. Not sure what direction to go since this causes Windows 10 to break.

Nobody has ever reported this before.
You may need to check your antivirus etc .. and see if there are any errors reported by Windows.

No antivirus on one of the systems. The other two have ESET. I noticed this issue on Server 2019 as well as Windows 10 on two different environments, entirely different hardware.
