OpenVPN on Nvidia Shield TV not including apps on boot

I have openvpn set up using windscribe but when you reboot the tv box the app selective vpn tunnelling doesnt seem to be active even tho the vpn has connected.
I can check my ip and see that its my isp, if i go into openvpn and reconnect it will then tunnel the selected apps through the vpn.
any help please?
