I am looking to deploy a failover server using the simplest approach, as suggested here

I have deployed the primary OpenVPN Server using Linux, and clients are connecting without any problems. I would like to use the client configuration option to refer to both the primary and secondary VPN servers.
The guide mentions,
The simplest approach to a load-balanced/failover configuration on the server is to use equivalent configuration files on each server in the cluster, except use a different virtual IP address pool for each server
Could somebody explain “equivalent configuration files on each server in the cluster” please? Both servers would be deployed on the same LAN.
Any help configuring the secondary server would be much appreciated.

That means use the same configuration file for each server and only change the "server x.x.x.x" directive.

As the primary OpenVPN server is a virtual machine, can that be as simple as cloning the VM, updating with new host name and IP. Then modify the server.conf file?

No experience with VM's but that should work out fine.
