Ok, not sure what state of Windows drivers wintun and tap0901 is at present.
My guess is according to a registry entry they are marked as installed and up-to-date, which is why they are now both skipped on install.

This seems not to be the case for tap0901, since the driver can not be found (at least the bad/old oem1.inf instance seems to be gone now).

If actual driver install state and Registry entries are out of sync, some manual registry patching will be required (version data in HKLM\Software).
Normally these entries are removed on OpenVPN uninstall.
I would advise to first check/supply the ouput of pnputil /enum-drivers and see if Wintun and/or Tap-Windows Provider V9 are listed/missing.
