Error Installing tap-windows-9.21.2.exe on Windows 10 Enterprise Fails

Error Installing tap-windows-9.21.2.exe on Windows 10 Enterprise Fails

I have been trying to install the latest OpenVPN client on my box for a week with no luck. I have run various versions of install's but every time I get a similar error and output.

When installing the above EXE the first error I receive is TAP-Windows-9.21.2 Setup \ An error occured installing the TAP device driver. This error puts an Unknown Device in my Device Manager \ Network adapters. The output from the installation is below under the header "Install Output". I have tried other installations all with similar outcomes. It always fails trying to install the TAP Network Adapter.

I am running the following:
OS: Windows 10 Enterprise
Version: 1803
OS Build: 17134.1246
System Type: 64-bit
