I install openvpn in the usual manner.
I then run some scripts that create certificates and configurations such as:
C:\Users\LauraMartin\OpenVPN\config\10.10.10.10\10.10.10.10-LauraMartin.ovpn
(The complex naming is so that I don't accidentally have two config files with the same name. My search for a solution to this problem showed only postings regarding having duplicate file names.)
I then start OpenVPN-GUI as an administrator.
I see it running in the tray, but right clicking shows only the 'settings' and 'exit' menu items. There is no 'import' menu item.
If I copy the above named config file to C:\Program Files\OpenVPN\config, it then shows up in the menu and I can connect to it.
LauraMartin is a member of the 'OpenVPN Administrators' group.
One more note: This is on Windows8.

It sounds like you have installed an old version.
