We try this steps and worked .hope it works for you

ipconfig /release
ipconfig /flushdns
ipconfig /renew
netsh winsock reset
netsh interface ipv4 reset
netsh interface ipv6 reset
netsh winsock reset catalog
netsh int ipv4 reset reset.log
netsh int ipv6 reset reset.log

Hi, for me these methods did not work, however, I figured out that the Comodo Firewall driver is also causing such a behavior (worked fine for ages, only started with latest TAP version).

I fixed it by doing the following:
1) Export Comodo Firewall Configuration
2) Uninstall Comodo
3) Reboot
4) Install OpenVPN or other apps with TAP adapters
5) Reboot (not sure if necessary)
6) Reinstall Comodo Firewall and import config
