Win Server 2016 64 - vars.bat

I just created a fresh AWS instance with Win server 2016. Downloaded the OpenVPN installer and included easy-rsa option. Oddly, after editing the vars.bat file, when I attempt to run it I get the following:
C:\Program Files\OpenVPN\easy-rsa>var.bat
'#' is not recognized as an internal or external command,
operable program or batch file.

Thoughts?
