ISP router OpenVPN problem, but in USG network works fine

I have built my network as shown in the graphic (I have made it as detailed as possible).

The problem I have is that if I am on the 192.168.20.1 network and I connect from a host computer to that network, I cannot access the vpn (because it is on the same QNAP network) and therefore openvpn tells me that the connection is refuse, I understand because here I don't need the VPN to connect to QNAP because they are within the same network (for example macbook with 192.168.20.22 and QNAP at 192.168.20.50).

The point is that if I connect to a network of the router of my internet provider (ISP), for example 192.168.10.99 for the macbook, then OpenVPN tells me connection refuse (as if it were within the same network) but in reality I am outside of that network.

Does anyone know if there is any way to put the QNAP firewall or the USG firewall so that from the 192.168.10.1 network I can connect with a computer to the openvpn server that is on VLAN1 192.168.20.50 with port 1194?
