RasberryPI 4 8G, the VPN works from my client, but I cant access the Web admin interface. It isn't even running listening on the ports. I've seen where I can use /usr/local/openvpn-as/ scripts such as "scali". However, I don't even have a /usr/local/openvpn-as directory.
I might be going down the wrong path, is there a better way to get my Web Admin Interface working?

There is the OpenVPN Access Server which is the commercial version.
You have installed OpenVPN Community Version.

Thanks Pippin. Just to clarify, are you suggesting I use the commercial version, or did you steer me to the community wiki to learn how to enable it in what I have? Again, thanks so much.

You seem to have found the Access Server howto but have Community version installed...
