How to: Connect to 4G SIM data?

I am looking to connect to my ANDROID phone which is in another country so I can't just connect to it through my USB but my family member has access to it and she can turn 4G on the phone on and off.

I found a guide on multiloginapp

But I am new to networking and this is an issue for me. I do not need it for browsing only, which multiloginapp offers.
I need to be able to completely connect to it as if it were a VPN.

I have found a way to make it reset connection/IP whenever I want to but I just cannot get my ahead around using OpenVPN to completely set it up on the android phone. Does it have to be rooted?
