1. Can they both co-exists on windows?

I'm used to the latter on Windows due to PFSense Export feature and the former on mobile & mac.

2. Is one any speedier than the other?

I assume when you mention legacy app that you mean OpenVPN Connect v2.

Yes, OpenVPN Connect v2 and v3 can exist side-by-side. Speed is similar because they both use OpenVPN3 core.
