OpenVPN in iOS
Can the openvpn protocol or modified versions of openvpn protocol be implemented in apps in iOS? VPN providers claim their iOS app don’t have openvpn because of apple’s policies, but I wonder if this is actually the case.

If by the above you mean can iOS per-app VPN use OpenVPN as transport, the answer is yes, but using per-app VPN requires applications be devlvered using a management platform (MDM/UEM software).

My Proton VPN iSO app uses IKEv2 & OpenVPN so it's not blocked my Apple. That said I have had issues using OpenVPN on High Sierra.
