Split DNS not working?

I've set up my VPN server to push the domain "example.com" and DNS server "172.31.0.1" to be used for split DNS. The settings are received fine by the iOS OpenVPN client. But queries for "host.example.com" are not resolved by the pushed DNS, but rather by the system's DNS. Is this supposed to work (iPadOS 13.3)?
