The OpenVPN does provide a pretty easy way to enable/disable a VPN with a simple toggle.

While there is a easily way to enable/disable a VPN within the app, allowing this feature in the shortcuts app give users the ability to automate it.
I also hope that this feature gets implemented as it's really useful. Some examples are running the shortcut and checking if the IP is the IP of the VPN and running certain tasks if connected. If it isn't, then shortcuts will turn the VPN on.
Without this integration, you could only redirect users to the OpenVPN Connect app and have them manually toggle it on, then go back to the shortcut app to run it again. This has to be implemented by VPN app developers as Apple did not implement the ability to directly access the VPN toggle in settings.
