Google Play - Unable to download apps without tunneling all traffic through VPN

Has anybody a solution to this?

I have an OpenVPN server setup on my router for the purpose of sending my traffic through a pi-hole on my local network. It would appear that unless all traffic is tunneled through the VPN, It is impossible to download from Google Play.

I would like to avoid routing all traffic through the VPN as the speeds of 4G are far superior to my home connection. I am not concerned about privacy at this time, only adblocking.

I have tried connecting to an OpenVPN server on my running on my router and also an OpenVPN server installed separately on my pi-hole (allowing further server config); behaviour remains the same.

Even with pi-hole disabled and/or pushing DNS 8.8.8.8, it is impossible to download apps without first disabling the VPN.
