After VPN disconnect, cannot reconnect until reboot

Hi,
running openVpn on android 6.0
On first connect, everything is smooth.
The problem comes on second connect: when manually disconnect and reconnect, or after network inactivity or timeout (e.g. when switching from wifi to cellular or opposite).
The error:
Cannot open TUN: Permission Denied (errno=13)
Only rebooting the device solves this.
