TLS Error

I have installed OpenVPN on Windows Server 2012 R2 just fine and it is connected. I went ahead and made my client keys but keep getting the following error:
TLS key negotiation failed to occur within 60 seconds
I have made sure the port is open. Anything else I need to check? Thanks in advance, I am new to all this.
