TAP Windows source zip file has no sources

The "Tap-windows" section on the downloads page has the downloadable file tap-windows-9.9.2_3.zip described as "Source Zip", but the file doesn't contain source code for the driver. I presume this is an error in either the description or the file content, but I don't know which.
Is it the intention that sources are available only from GitHub?
