Allow client1 to access LAN hosts on client2

Good day.
What are the configuration steps for an instance of Access Server running on Google Compute, to allow windows pc CLIENT1 192.168.0.10 on LAN1 (192.168.0.X) to access hosts on CLIENT2 192.168.19.12 on LAN2 (192.168.19.0),
Such as CLIENT1 pc accesing HOST 192.168.19.200?

I have configured the client VPN gateway but I am not sure (obviously) that I did it corrctly. I cannot traceroute, ping or access internal webservices.
