INFO VPN

Good morning.
I ask a question because I do not have experience with open vpn.
I must to create a link to allow the technicians of my company to connect with their laptops in VPN with the customers' remote offices, to carry out monitoring of some software. To do this, we planned to use an external VPN server ( in cloud server) and create many SITE to SITE VPN between the CLOUD server and the customer. Then the technician will connect with a VPN client to CLOUD VPN server that allow the connection with the client.
THE questions are:
-The configuration is correct?
-The VPN server license you can also instalalre on Windows PC?
-The VPN server license is free?
-The Client license for the technician is free?
