I tried to file a support ticket this morning at openvpn.net but I am unable to sign up for a new account because when I do, I never receive a validation code via e-mail. Is the validation code server possibly down?

No that validation code server is working and we see other accounts registering. If you go to the page where you have to enter the validation code, you should be able to find a link to a support form where you can send in a support request for problems with activating your account. Use that to get in touch with the support helpdesk to do either a manual validation or figure out what is going wrong. Perhaps it is a spam filter or something like that.
