Windows 10 not playing nice

the layout i have is:
Client 1:
Windows 10 pc
tun
vpn ip:10.8.0.6
Server:
Ubuntu 16.04
vpn:10.8.0.1
local:192.168.2.40
local device 1:
windows 10
local ip:192.168.2.5
Client 1 can ping local device 1 with no issue, also client 1 has no problem reaching all the resources on the local LAN. but the local device 1 can't ping Client 1, but can access everything else on the network. this wouldn't be a big deal, but I am trying to access files on the local device 1 and it seems to be unreachable for some reason
when i do a tracert to 10.8.0.1. I see the hop to 192.168.2.1 (router, where ip table is configured) then 10.8.0.1.
when i do a tracert to 10.8.0.1. I see the hop to 192.168.2.1. then to 192.168.2.40 then just a bunch of request time outs.
am I missing something or is this just a windows 10 thing
