Openvpn and routing

Hello to the Community
For test purposes i have an Open vpn 2.5 (image on azure ) on azure I have setup it correctly and i am being able to access the network from client side . either is ubuntu server or windows .
My major problem is the connection as a client gateway to setup a site to site vpn

I have ipforwarding enable it on net.ipv4.conf.all.rp_filter=1
add a route to my pc add router (azure network )10.1.0.0 mask 255.255.255.0 ( on premises ubuntu server works as a client ) 192.168.1.20

But nothing happends
Did anyone has the same problem as i ?
Do i need to setup something different on the conf file of ubuntu server on premises (client) or the ubuntu server on azure ?

An usual routing does not work in Azure. ARP neither.
This is the full shit of Microsoft Azure
I made a NVA (read in the Interner), assigned it to the virtual network where two my PCs are in the Azure and created the routes
These routes tell the packets from my PCs in Azure to go to the NVA. Meanwhile NVA holds the OpenVPN server and clients which are outside the Azure can ping both OVPN server and PCs in Azure.
But there are trouble with OpenVPN certificates. The old ones work only
