We use packer to prepare the images of OpenVpnAS for the target environment.This means that periodically the image is renewed in the target environmen.
I'm reading that the license is tied to the specific server, so my question is: can I periodically rebuild the OpenVpnAS image with packer and reinstall the same license or the license will be invalidated as soon I rollout a new image?

If you use the BYOL license key type licensing system, then all those keys are single activation only. Meaning that if you wipe the installation and roll out a new one, the key won't work a second time. On Amazon AWS you can deploy tiered instances, those are licensed and billed through Amazon, and those can be rebuilt at any time without an adverse effect on the licensed state.
