We had an issue today where our system said our license count was exceeded. When I looked at the active users list the number was nowhere near our license limit.
We ended up having to stop/start the service to allow our users to connect properly.
We are on 2.9.5 on ubuntu
What would cause this to happen? I'm not really seeing anything specific in the logs.

I would recommend upgrading to 2.10.1 as a LOT of fixes have been made since 2.9.5. Then see if you still run into the same issue.

At the very least, upgrade to 2.9.6 which has a security fix and has been out for over two months now.
As a side note, it seems like licenses are consumed per *session* and not per user. If you want to make sure each user only has a single session, under Advanced VPN set Multiple Sessions per User to No.
