Windows 10 Home OpenVPN Client Compatibility?

We have an end-user that has a Windows 10 computer and a Windows 10 Home edition computer.
They downloaded the same Windows 10 compatible client 2.4.8 from the OpenVPN downloads page on both computers and the profile we provided them is able to establish a connection from Windows 10 but not from Windows 10 Home.
1. Is the OpenVPN client compatible with Windows 10 Home?
2. Are there any other services that will need to be running to allow the Client to get a connection that are not normally installed or on by default on Windows 10 Home?
