Error: TLS key negotiation failed occur within 60seconds with pfSense server

Hi I'm newbie here,
I setup the OpenVPN on pfSense then downloaded the client export key and then installed it to a laptop but when connecting the error occurred.
I'm trying to follow this tutorial: https://www.youtube.com/watch?v=7rQ-Tgt3L18 for configuring OpenVPN.
My setup is that my test laptop is connected to my phone's hotspot I'm wondering if its a problem.
I've disabled the test laptop's firewall.
Tried to add DNS on the test laptop.
