Support Windows on ARM (natively)

For Windows, OpenVPN currently supports x86 (32-bit) and x64 (64-bit). For some time now, Microsoft has been working on Windows on ARM64, most recently with their "Surface Pro X" range of devices.

It would be nice if OpenVPN could release installers (including TAP) for Windows on ARM64!

Gladly! Tomorrow or the day after, I receive my Surface Pro X device, would love to help out and tinker with OpenVPN on Windows. Is there a separate project for the TAP driver? or is it an OpenVPN thing?

64-bit apps on Windows on Arm are a work in progress: some are native, many work well with the new 64-bit emulation, but others will have to wait for more support in insider builds of Windows. The 13-inch Surface Pro X runs Windows 10 on Microsoft's ARM-based SQ1 processor, which was co-developed with Qualcomm.

I'd highly appreciate ARM64 architecture support for running Windows 11 in Parallels virtual environment on a MacBook. The installer (3.3.6, MSI) currently fails there (Premature end of installation).
