When you post to a forum and are starting a new topic, do not hijack somebody else's topic. I made your post a new topic for you.
If your clients are using openvpn to get a new address (they dont change address, they receive another one). You can still use QOS to limit their bandwidth via their lan ip. Their VPN address is really tunneled inside their normal LAN ip's traffic, so all used bandwidth is still going out of the LAN via lan ip (and your inet IP). You can block with firewalls, and limit bw usage with QOS.
